We examine the politics of financial crisis response in Japan and the United States. Many existing accounts of Japan's of the 1990s have emphasized Japan-specific factors, such as structural problems, policy errors, and political dysfunction. We argue that Japan may have been subject to a form of first-mover disadvantage. Like innovation in the private sector, developing effective solutions to novel policy problems requires a messy process of discovery, experimentation, and repeated failure. Much as late-industrializing countries adapted the methods and technologies (...) of early developers, second-movers can apply effective policies demonstrated by first-movers in a more targeted, efficient, and rapid manner. We show that the behavior of Japan and the United States during their respective financial crises is broadly consistent with this theory. In addition, policy adoption in the United States most clearly reflected lessons from Japan in areas where the lessons were considered clear and implementation was less politicized. (shrink)

Structured interviews were held with 149 registered nurses in seven countries in America, Asia, Australia and Europe concerning the feeding of severely demented patients who do not accept food. The most common reasons for nurses being willing to change their decision to feed or not to feed were an order from the medical head, a request from the patient's husband and/or the staff meeting. There was a connection between the willingness to feed and the ranking of ethical principles. Nurses who (...) were most prone to feed the patient most often gave a high rank to the ethical principle of sanctity of life, while those who primarily chose not to feed the patient gave a high rank to the ethical principle of autonomy. All nurses stressed the ethical principle of beneficence. Des interviews structurés ont eu lieu avec 149 infirmiers/ères dans sept pays en Amérique, Asie, Australie et Europe concernant l'alimentation des malades gravement dément qui refusent de manger. La raison la plus générale pour des infirmiers/ères d'être prêt à changer leures décisions de donner à manger ou non sont: un ordre du médecin, la demande du mari de la malade ou de la réunion du personnel. Il y avait un lien entre la volonté de nourir et le rang des principes éthiques. Les infirmiers/ères les plus enclins de nourir la malade le plus souvent donnaient un rang supérieur au principe éthique de la sainteté de vie, pendant que ceux et celles qui choisissaient de ne pas nourrir la malade donnaient un rang supérieur au principe éthique de l'autonomie. Tous insistaient sur l'importance du principe éthique de la bienfaisance. Konstruktive Interviews wurden mit 149 ausgebildeten Krankenschwestern und Pfleger in sieben Ländern in Amerika, Asien, Australien und Europa gehalten über die Ernährung von schwer von Dementia praecox leidenden Patienten, die das Essen verweigern. Die gewöhnlichsten Gründe des Pflegepersonals für die Bereitwilligkeit, ihre Entscheidung, zu ernähren oder nicht, zu ändern, waren Anordnungen vom medizinischen Chef, Anfragen vom Ehemann der Patientin und/oder einer Personalsitzung. Es bestand ein Zusammenhang zwischen der Bereitwilligkeit zur Ernährung und dem Rang der ethischen Prinzipien. Die Pflegenden, die sich am meisten neigten, die Patientin zu ernähren, gaben dem ethischen Prinzip der Heiligkeit des Lebens einen hohen Rang, während die, die meistens vorzogen, die Patientin nicht zu ernähren, gaben dem ethischen Prinzip der Autonomie einen hohen Rang. The progress of electronic health technologies and biobanks holds enormous promise for efficient research. Evidence shows that studies based on sharing and secondary use of data/samples have the potential to significantly advance medical knowledge. However, sharing of such resources for international collaboration is hampered by the lack of clarity about ethical and legal requirements for transfer of data and samples across international borders. Here, the International Clinical Trial Center Network reports the legal and ethical requirements governing data and sample exchange (...) across four continents. The most recurring requirement is ethical approval, whereas only in specific conditions approval of national health authorities is required. Informed consent is not required in all sharing situations. However, waiver of informed consent is only allowed in certain countries/regions and under certain circumstances. The current legal and ethical landscape appears to be very complex and under constant evolution. Regulations differ between countries/regions and are often incomplete, leading to uncertainty. With this work, ICN illuminates the unmet need for a single international collaborative framework to facilitate DSE. Harmonising requirements for global DSE will reduce inefficiency and waste in research. There are many challenges to realising this ambitious vision, including inconsistent terminology and definitions, and heterogeneous and dynamic legal constraints. Here, we identify areas of agreement and significant difference as a necessary first step towards facilitating international collaboration. We propose the establishment of a working group to continue the comparison across jurisdictions, create a standardised glossary and define a set of basic principles and fundamental requirements for DSE. When we evaluate moral agents, we consider many factors, including whether the agent acted freely, or under duress or coercion. In turn, moral evaluations have been shown to influence our (non-moral) evaluations of these same factors. For example, when we judge an agent to have acted immorally, we are subsequently more likely to judge the agent to have acted freely, not under force. Here, we investigate the cognitive signatures of this effect in interpersonal situations, in which one agent (“forcer”) forces (...) another agent (“forcee”) to act either immorally or morally. The structure of this relationship allowed us to ask questions about both the “forcer” and the “forcee.” Paradoxically, participants judged that the “forcer” forced the “forcee” to act immorally (i.e. X forced Y), but that the “forcee” was not forced to act immorally (i.e. Y was not forced by X). This pattern obtained only for human agents who acted intentionally. Directly changing participants’ focus from one agent to another (forcer vs. forcee) also changed the target of moral evaluation and therefore force attributions. The full pattern of judgments may provide a window into motivated moral reasoning and focusing bias more generally; participants may have been motivated to attribute greater force to the immoral forcer and greater freedom to the immoral forcee. Emotion recognition skills and the ability to understand the mental states of others are crucial for normal social functioning. Conversely, delays and impairments in these processes can have a profound impact on capability to engage in, maintain, and effectively regulate social interactions. Therefore, this study aimed to compare the performance of 42 autistic children, 45 unaffected siblings, and 41 typically developing controls on the Affect Recognition and Theory of Mind subtests of the Developmental Neuropsychological Assessment Battery. There were no significant (...) differences between siblings and TD controls. Autistic children showed significantly poorer performance on AR when compared to TD controls and on TOM when compared to both TD controls and unaffected siblings. An additional comparison of ASD, unaffected sibling and TD control subsamples, matched on full-scale IQ, revealed no group differences for either AR or TOM. AR and TOM processes have received less research attention in siblings of autistic children and remain less well characterized. Therefore, despite limitations, findings reported here contribute to our growing understanding of AR and TOM abilities in siblings of autistic children and highlight important future research directions. Neoplatonic Exegeses of Plato's Cosmogony JOHN F. PHILLIPS AMONG THE MANY CONTROVERSIES to which the long history of interpretation of Plato's Timaeus has given rise, that concerning the eternity of the cosmos is one of the most enduring and complex, and the source of almost continuous debate from the time of Xenocrates to the present. The importance to all Platonists of a doctrinally consistent answer to the question of whether or not the universe had a beginning in time is made (...) amply clear in the statement attributed to Iamblichus by Proclus that proper understand- ing of the creation of the world is crucial for the entire theory of Nature. Iamblichus here refers obliquely to the orthodox Platonist position that the universe is not a temporal being subject to decay and destruction. The princi- pal problem for all of them, of course, was that, taken literally, Plato's account of the creation in the Timaeus, particularly the passage 27C-a8C, appears to be an unequivocal affirmation of a temporal beginning to the cosmos. Espe- cially troublesome was Plato's use of the verb y~yovev in Timaeus 28b 7, which seems to be an explicit claim for an &QX1] in time. That this passage did indeed refer to a temporal beginning was a point that was made repeatedly and forcefully by the chief opponents of the Platonists on this issue, the Peripa- tetics, who, following Aristotle, read the Timaeus creation account literally.' The article attempts to give a coherent expression to a recurrent theme in the history of political theory. The theme is that men and communities must be subjected to stress in various forms (e.g., Poverty, Insecurity, Conflict, Dissension) in order to maintain whatever faculties, qualities, capabilities and institutions they regard as (a) practically necessary in the long run, or (b) an essential part of their conception of a good life. The ideas dealt with have been drawn from philosophers, political scientists (...) and sociologists from Plato and Aristotle through Machiavelli, Mill, Nietzsche, Durkheim, Sorel, and Ortega y Gasset. It is easy to overlook the fact that the kind of personalist criticism Brower, Wimsatt, and other New Critics were reacting against was a method of interpretation bequeathed by the nineteenth century which most of us would now regard as naïve, simplistic, and sometimes absurd. With the exception of a few poems such as Browning's dramatic monologues, which provided the speaker with an explicit identity as unmistakable as that of a character in a play—"I am poor brother Lippo, by your (...) leave! / You need not clap your torches to my face"—lyric and didactic poems of the first person were invariably treated as personal statements. The voice, emotions, attitudes, and state of mind of the speaker were those of the poet, and even the most symbolic details were often read as literal aspects of the poet's self or environment. Many critical studies and anthologies remain today on library shelves testifying to the persistence of these critical habits of the late 1940s and 1950s. On the assumption that Rochester's love poems describe his actual sexual experiences, Vivian de Sola Pinto was able to write a much longer biography of the poet than would have been possible if personalist criticism had not been in vogue.1 David Nichol Smith could assert that Dryden's Religio Laici "was wholly spontaneous"—the familiar Romantic criterion - and show the poet arguing out "his problems for the peace of his own mind."2 If it became unfashionable to speak in that manner of these and numerous other poems, it was because the New Critics, along with the Chicago critics, had shown convincingly that a lyric poem can be dramatic, the imitation of a fictitious speaker responding to an imagined situation, and that a didactic poem can deal with public issues instead of private agonies. · 1. According to Uriah Kriegel’s self-representational theory of consciousness, mental state M is conscious just in case it is a complex with suitably integrated proper parts, M 1 and M 2, such that M 1 is a higher-order representation of lower-order representation M 2. Kriegel claims that M thereby “indirectly” represents itself, and he attempts to motivate this claim by appealing to what he regards as intuitive cases of indirect perceptual and pictorial representation. For example, Kriegel claims that it’s natural to (...) say that in directly perceiving the front surface of an apple one thereby perceives the apple itself. Cases such as this are supposed to provide intuitive support for the principle that if X represents Y, and Y is highly integrated into complex object Z, then X indirectly represents Z. In this paper I provide counterexamples to Kriegel’s principle of indirect representation, before going on to argue that we can explain what is going on in those cases in which the subject seems to represent a complex whole by representing one its parts without positing indirect representations anyway. I then argue that my alternative approach is superior to Kriegel’s in a number of ways, thereby rendering his theory of consciousness implausible. (shrink)

When do we judge that someone was forced to do what they did? One relatively well-established finding is that subjects tend to judge that agents were not forced to do actions when those actions violate norms. A surprising discovery of Young & Phillips 2011 is that this effect seems to disappear when we frame the relevant ‘force’-claim in the active rather than passive voice ('X forced Y to φ ' vs. 'Y was forced to φ by X'). Young and Phillips (...) found a similar contrast when the scenario itself shifts attention from Y (the forcee) to X (the forcer). We propose that these effects can be (at least partly) explained by way of the role of attention in the setting of quantifier domains which in turn play a role in the evaluation of ‘force’- claims. We argue for this hypothesis by way of an experiment which shows that sequences of active vs. passive ‘force’-claims display the characteristic “stickiness” of quantifier domain expansion, using a paradigm which we argue provides a useful general paradigm for testing quantifier domain hypotheses. Finally, we sketch a semantics for ‘force’ which we argue is suitable for capturing these effects. (shrink)

Evidence from egocentric space is cited to support bicoding of navigation in three-dimensional space. Horizontal distances and space are processed differently from the vertical. Indeed, effector systems are compatible in horizontal space, but potentially incompatible (or chaotic) during transitions to vertical motion. Navigation involves changes in coordinates, and animal models of navigation indicate that time has an important role.

The quantum mechanical description of the evolution of an unstable system defined initially as a state in a Hilbert space at a given time does not provide a semigroup (exponential) decay, law. The Wigner–Weisskopf survival amplitude, describing reversible quantum transitions, may be dominated by exponential type decay in pole approximation at times not too short or too long, but, in the two channel case, for example, the pole residues are not orthogonal, and the evolution does riot correspond to a semigroup (...) (experiments on the decay of the neutral K-meson system strongly support the semigroup evolution postulated, by Lee, Oehme and Yang, and Yang and Wu). The scattering theory of Lax and Phillips, originally developed for classical wave equations, has been recently extended to the description of the evolution of resonant states in the framework of quantum theory. The resulting evolution law of the unstable system is that of a semigroup, and the resonant state is a well-defined function in the Lax–Phillips Hilbert space. In this paper we apply this theory to a relativistically covariant quantum field theoretical form of the (soluble) Lee model. We construct the translation representations with the help of the wave operators, and show that the resulting Lax–Phillips S-matrix is an inner function (the Lax–Phillips theory is essentially a theory of translation invariant subspaces). In the special case that the S-matrix is a rational inner function, we obtain the resonant state explicitly and analyze its particle (V, N, θ) content. If there is an exponential bound, the general case differs only by a so-called trivial inner factor, which does not change the complex spectrum, but may affect the wave function of the resonant state. This commentary challenges the argument that the diathesis for hallucinations is equivalent to that for schizophrenia. Evidence against this comes from data on the prevalence of hallucinations in schizophrenia, their nonspecificity, and their relationships with moderating variables. We also highlight, however, the manner in which the Behrendt & Young (B&Y) hypothesis extends recent neuroscientific theories of schizophrenia, and its potential treatment applications.

What makes a high-quality biomarker experiment? The success of personalized medicine hinges on the answer to this question. In this paper, I argue that judgment about the quality of biomarker experiments is mediated by the problem of theoretical underdetermination. That is, the network of biological and pathophysiological theories motivating a biomarker experiment is sufficiently complicated that it often frustrates valid interpretation of the experimental results. Drawing on a case-study in biomarker diagnostic development from neurooncology, I argue that this problem of (...) underdetermination can be overcome with greater coordination across the biomarker research trajectory. I then sketch an account for how coordination across a research trajectory can be evaluated. I ultimate conclude that what makes a high-quality biomarker experiment must be judged by the epistemic contribution it makes to this coordinated research effort. (shrink)

We discuss some of the experimental motivation for the need for semigroup decay laws and the quantum Lax-Phillips theory of scattering and unstable systems. In this framework, the decay of an unstable system is described by a semigroup. The spectrum of the generator of the semigroup corresponds to the singularities of the Lax-Phillips S-matrix. In the case of discrete (complex) spectrum of the generator of the semigroup, associated with resonances, the decay law is exactly exponential. The states corresponding to these (...) resonances (eigenfunctions of the generator of the semigroup) lie in the Lax-Phillips Hilbert space, and, therefore, all physical properties of the resonant states can be computed. We show that the parametrized relativistic quantum theory is a natural setting for the realization of the Lax-Phillips theory. (shrink)

Let f be a computable function from finite sequences of 0ʼs and 1ʼs to real numbers. We prove that strong f-randomness implies strong f-randomness relative to a PA-degree. We also prove: if X is strongly f-random and Turing reducible to Y where Y is Martin-Löf random relative to Z, then X is strongly f-random relative to Z. In addition, we prove analogous propagation results for other notions of partial randomness, including non-K-triviality and autocomplexity. We prove that f-randomness relative to a (...) Philosophy gives rhetoric something to say. They are mutually indispensable, and their rivalry at times descends into enmity. There are also occasions when only the one can rescue the other (...) from catastrophe. Those are the overarching dynamics of Verene's book.There is an introduction, then two parts, "Prolegomena Philosophiae," comprising four chapters, and "Three Rhetorics," comprising three chapters, followed by an epilogue, notes, and an index.Though Verene does not mention Hume in the introduction—and only twice in the book otherwise—it is difficult not to think of him when Verene speaks of philosophy as "a theater of memory," as if correcting Hume's "theater of the mind." It is also corrective to presentism, often attributed to Hume, when Verene claims that a chief task of the philosopher "is to keep us from always living in the present. For this labor to be accomplished the philosopher must go to school with both the poets and the orators." Rhetoric, rightly understood, helps philosophy to remain philosophy and prevents it from becoming sophistry.In chapter 1, "Philosophical Thinking," Verene reminds the reader that mortality is not a choice. The bounded nature of human life leads to the pursuit of happiness and, therefore, also to the pursuit of meaning. The human responds in two ways, by creating both arguments and stories, but arguments as well as stories need words.The "and yet" comes in the second chapter, "Philosophy and the Muses." Verene writes, "The philosopher knows that the real always outstrips language." Philosophy and its kin, poetry, point beyond themselves. Writing is remembering, but what is written, even at its best, can never capture all that is remembered, and memory, even at its best, can never capture all that is.In "Philosophy and Eloquence," Verene maps a way of escaping Kant. Modern philosophy rejects rhetoric and memory in its pursuit of novelty as progress. Verene introduces the concept of ingenium, "a power philosophy shares with rhetoric." It "is the ability to perceive similarity in dissimilars.... the power to produce metaphor" and irony. Metaphor and irony are philosophy's response to the stale univocal predication of critical thinking that Verene sees as the reduction of reality to an analytic concept.In "Philosophical Style," he shows that as soon as a subject is joined to a predicate, the subject ceases to be only what it was. The predicate is an [End Page 369] otherness that is pulled into the subject such that ever after the subject has an inner dialectic. "The ball is red" is generative of a ball that is not merely a ball but also something else, something foreign to its ballness. The ball gives up nothing of what it was but, rather, gains something that it was not, and yet not in the deterministic way of necessity. The ball does not have to be red, but if it is red, then "ball" and "red" constitute an inner dialectic. The ball is red predicatively and not tautologically, but separating out the kinds of predication does not exhaust all the mystery of the inner dialectic; nothing can.The three rhetorics are of "Self-Discourse," "Absolute Thought," and "The Philosophical Frontispiece." These are chapters respectively about speech appertaining to man, God, and the political entity, though each considered slant rather than head-on.Verene juxtaposes Descartes and Vico with respect to self-discourse. Descartes reframes the human being in terms of the first-person singular pronoun, thereby transforming the personal into the categorical. Anne Phillips argues that definitions of the human are a trap for the political claims to equality contained in humanitarianism or human rights discourse. However, defining the human also hides the ontological and political problem addressed by the Philosophical Anthropology. There is an ethical and political stake in the philosophical anthropology of the last century when it insists on the indefinability of the human. With this, it criticizes the politics implicit in the definition of the human. People may have open minds on whether a life-extending drug or technology is going to be developed before their sixties and may strongly desire that development. Do they therefore hope that it occurs? Do they hope for it in the substantive sense of “pinning their hopes” on the development? No, they do not. Hoping for a prospect in that sense certainly presupposes having an open mind on whether it will occur and having a desire for its occurrence. But, more crucially, (...) it means investing the prospect with a characteristic, galvanizing, and orientating role: it involves setting aside doubts about the possible nonoccurrence of the prospect and acting accordingly. In this chapter, I evaluate various conceptions of distance. Of the two most prominent, one takes distance relations to be intrinsic, the other extrinsic. I recommend pluralism: different conceptions can peacefully coexist as long as each holds sway over a distinct region of logical space. But when one asks which conception holds sway at the actual world, one conception stands out. It is the conception of distance embodied in differential geometry, what I call the Gaussian conception. On this conception, all (...) fundamental facts about distance are “local” facts.” But there is a problem: the Gaussian conception, notwithstanding its mathematical and physical credentials, appears metaphysically suspicious on Humean grounds. In the final section, I suggest that the Gaussian conception can be given a sound metaphysical footing in terms of non-standard analysis. (shrink)

This paper seeks to show Kant’s importance for the formal distinction between descriptive natural history and a developmental history of nature that entered natural history discussions in the late eighteenth century. It is argued that he developed this distinction initially upon Buffon’s distinctions of ‘abstract’ and ‘physical’ truths, and applied these initially in his distinction of ‘varieties’ from ‘races’ in anthropology. In the 1770s, Kant appears to have given theoretical preference to the ‘history’ of nature [Naturgeschichte] over ‘description’ of nature (...) [Naturbeschreibung]. Following Kant’s confrontations with Johann Herder and Georg Forster in the late 1780s, Kant weakened the epistemic status of the ‘history of nature’ and gave theoretical preference to ‘description of nature’. As a result, Kant’s successors, such as Goethe, could draw from Kant either a justification for a developmental history of nature, or, as this paper argues, a warrant from the critical philosophy for denying the validity of the developmental history of nature as anything more than a ‘regulative’ idea of reason. Modal sentences of the form "every F might be G" and "some F must be G" have a threefold ambiguity. in addition to the familiar readings "de dicto" and "de re", there is a third reading on which they are examples of the "plural de re": they attribute a modal property to the F's plurally in a way that cannot in general be reduced to an attribution of modal properties to the individual F's. The plural "de re" readings of modal (...) sentences cannot be captured within standard quantified modal logic. I consider various strategies for extending standard quantified modal logic so as to provide analyses of the readings in question. I argue that the ambiguity in question is associated with the scope of the general term 'F'; and that plural quantifiers can be introduced for purposes of representing the scope of a general term. Moreover, plural quantifiers provide the only fully adequate solution that keeps within the framework of quantified modal logic. (shrink)

This paper is a critical study of Kant’s antinomy of saving faith. In the first section, I sketch aspects of Kant’s philosophical account of sin and atonement that help explain why he finds saving faith problematic from the moral point of view. I proceed in the next section to give a detailed exposition of Kant’s remarkable antinomy and of his proposal for resolving it theoretically. In the third and final section, I argue that alternative ways of resolving the antimony both (...) respond to the deepest of Kant’s moral concerns and comport better with the traditional Christian conviction that saving faith can have for its object the historical individual Jesus Christ. This paper considers pick-the-winners contests as a simple method for harnessing the wisdom of crowds to produce probability forecasts. Pick-the-winners contests are those in which players pick the outcomes of selected future binary events with a prize going to the player with the most correct picks. In contrast to soliciting probability forecasts from experts, this paper shows that competition among players is to be encouraged because it improves the accuracy of the resulting crowd probability forecasts. This improvement comes because the (...) competition not only discourages the overbetting of favorites that occurs if prizes are awarded based on absolute performance, but also helps mitigate the public knowledge bias that occurs if everyone reports truthfully. In addition to the theoretical arguments, the paper analyzes picks from 6 years of pick-the-winners contests involving hundreds of players and 1037 college lacrosse games to find that the crowd proportions outperformed two benchmark sets of probabilities. Modernity is marked by the separation of ethics from aesthetics, and both are thought to be detached from issues of truth. Overall I argue that this is a secular rubric that can be successfully challenged by a Christian ontology. This paper first historicises this situation, asking how this scenario came about. In this regard Immanuel Kant is identified as the prime cause of the modern separation of truth-telling from acting well and aesthetic discernment. Adorno's attempt to escape the Kantian legacy (...) by focusing on asethetic judgement is then considered; it is subsequently argued that Adorno's hopes can only be realised by a Christian ontology that can provide an account of unalienated judgement. Finally, the ontology that would allow such a discernment is sketched out as well as a phenomenological and aesthetic outline of how we might know this state of affairs. (shrink)
